      This is not my area but I’ll guess.
      It could be all aspects of safety at sea, and on land close to the sea.

      Marine security is gathering information and using it for the safety and security of everyone involved in marine activities and the marine/coastal environment. e.g. monitoring marine traffic, harbour security, monitoring illegal fishing, stopping illegal transportation of drugs/goods/people, finding people that dump oil or other pollutants at sea.
